WHY NOT Make the balloon with a solar skin and power it with electric motors? There exists solar skin now that would with this large of a surface be able to power twin motors that would charge batteries for night operations, lights, navigation GPS, communications and be able to change directions for almost vertical thrust take off and landing manouvers.
Also the solar skin would give the balloon some regidity to help keep the shape of an airfoil against the wind and storms.

I think this will be our future air transport when all the oil in this lovely earth is gone forever.
